I remember picking up Ferias Frustradas Do Pica-Pau for my Sega Genesis around 1996. It was a Brazilian release from Tectoy, one of those many licensed games that came out late in the console's life. The game features Woody Woodpecker, and it felt like a familiar part of that era's landscape, where cartoon characters were often thrown into side-scrolling adventures.
