The Warlords II Scenario Builder is an expansion tool released in 1994 for the MS-DOS turn-based strategy game Warlords II. Developed and published by SSG Strategic Studies Group Pty Ltd., this separate program provides players with utilities to modify and create new content for the base game. Its installation also updates Warlords II to version 1.11, which incorporates several gameplay adjustments, including enhancements to the random map generation system. An improved version of both the game and this editor was later included in the Warlords II Deluxe package.

Players use the included map editor to design custom landscapes and territories. A basic graphics editor allows for the creation of new unit and city icons. The toolset enables the modification of unit statistics, the addition of new items, and the editing of most textual elements within scenarios, such as city descriptions and objective text. However, the software does not permit changes to the core terrain graphics or the fundamental game mechanics. The package comes with twenty-four new scenarios that showcase these editing capabilities, featuring varied settings from medieval England to alien invasions, many with unique graphical assets.

Progression is centered on crafting and testing custom battlefields and narratives for the turn-based strategy framework of Warlords II. The primary systems involve cartographic design, asset creation for units and cities, and data manipulation for scenarios. This provides a structured way for players to extend the game's content, focusing on strategic layout and faction customization without altering the underlying rules of combat and diplomacy.
