Vattroller X was released for the Game Boy Advance in 2000, though I don't recall the developer's name. It came out during a time when the handheld was full of ambitious action games trying to push the hardware, and this one definitely had its own particular style.

You control a lone pilot navigating a large, interconnected map screen by screen. Your main goal is to reactivate a network of ancient generators, which involves exploring derelict facilities and outdoor areas. The core mechanics are built around a multi directional aiming system for your arm cannon and a quick dash maneuver to evade enemy fire. You spend a lot of time hunting for key cards to open sealed doors and backtracking through previously cleared areas as new paths open up. The pacing is deliberate, and some of the enemy patterns can be punishing if you don't learn them. It feels like a methodical test of your spatial awareness and timing.
