Progression is structured through the founding and development of cities, which are placed to access essential resources like food, production, and trade. Each city can produce one item at a time, such as military units, buildings, or one of the game's 28 unique World Wonders, which provide strategic advantages to their owner. Key gameplay systems involve managing technological research across over one hundred advancements, balancing scientific output with economic and military needs, and improving terrain with constructions like roads, mines, and irrigation to boost city productivity.

Combat occurs on a grid-based map where terrain features like forests and mountains confer defensive bonuses. Unlike some earlier iterations, victorious units often sustain damage, reducing their effectiveness until they can heal, while defeated units are eliminated. Players must also engage in diplomacy with up to six rival civilizations, where maintaining relations, trading knowledge, and honoring agreements are crucial for long-term strategy. Certain specialized units, such as aircraft that require refueling in friendly cities, add layers of tactical consideration to exploration and warfare. The game continues until one civilization meets a victory condition, requiring careful long-term planning across centuries of in-game time.
