Empire Deluxe is a turn-based strategy game released in 1993 for MS-DOS. It was developed by White Wolf Productions and published by New World Computing, Inc. The game presents a top-down view of a map where players compete for military and economic dominance. It offers three distinct versions, labeled basic, standard, and advanced, which progressively introduce more complex rules and units.

Players control a faction with the objective of capturing cities, producing military units, and ultimately defeating all opposing forces. The game is structured around turn-based movement and combat across a grid-based map. In the basic version, the entire map is visible, while the standard and advanced versions require exploration to reveal terrain. Key gameplay systems involve managing production in captured cities to build various land, sea, and air units, and strategically moving these units to engage in combat. The advanced version incorporates additional layers such as terrain effects on unit movement and line of sight.

The game supports multiple players on a single computer and also offers options for play by mail, email, modem, or direct network connection. It includes a selection of preset scenarios and maps, and features a built-in editor that allows players to design their own maps and scenarios. A copy protection system was implemented, requiring a manual check only when running the separate configuration program to set options like screen resolution and sound, rather than during every game launch.
