Each colony is centered around a Colony Centre, which defines an area where all other structures must be built. These buildings, including the central hub, can be upgraded to improve their production output. Resources gathered are used for construction and upgrades, and can also be traded with native populations, rival nations, or the player's home country. Progression involves careful expansion and economic management to support further exploration and military endeavors.

When conflicts arise, combat is resolved in a separate mini-game on a three by five square battlefield. Victory in these engagements is achieved by eliminating all opposing troops or by capturing the enemy's flag. The Deluxe Edition introduces several modifications, such as unique national bonuses, additional special resources, and the ability to form trade alliances. It also includes tools for creating custom scenarios and worlds.
