Players manage a party of up to six characters, creating new ones or importing them from a previous adventure. These characters are defined by their statistics, abilities, and equipment. Navigation through the game world involves guiding the party through a first-person maze of corridors, rooms, and open areas. During exploration, certain encounters present choices that are resolved based on the party's collective skills. When combat is initiated, the perspective shifts to an overhead view where the player and enemy forces take turns moving and attacking on a tactical map.

The narrative continues from the events of the prior game, with the New Earth Organization, or N.E.O., having gained recognition for its victory over the Russo-American Mercantile, known as R.A.M. The player's party, comprised of heroes from that conflict, is dispatched to diplomatic talks on Venus where N.E.O. hopes to secure a powerful new ally. The mission is quickly complicated by an assassination plot against a Venusian minister, which serves as the introduction to a larger conspiracy involving a powerful artifact called the Matrix Device. This story leads the agents on a journey across various locations within the solar system.
