The narrative follows Buck Rogers, a 20th-century pilot who awakens from cryogenic sleep to find his home world under the control of the powerful interstellar alliance known as RAM. He aligns himself with the rebel New Earth Organization, or NEO, which is fighting for Earth's independence.

Players begin by assembling a party of six characters, selecting from five distinct classes such as Rocketjock, Warrior, and Medic, and six different races including Human, Martian, and Mercurian. These recruits are then trained and deployed into the conflict. Progression involves navigating a starship across a top-down map of the solar system, where players choose planets to visit and may encounter hostile ships in space. Upon landing, exploration shifts to a local overworld map and then to individual towns and hostile areas, which are navigated from a first-person perspective through pseudo-3D environments. A core gameplay system is turn-based tactical combat, viewed from an isometric perspective where character icons can be moved freely across a battlefield to engage enemies.
