The player controls a character who starts as a slave and progresses through Roman society. The primary objective is to ascend the social and political ranks, eventually aiming to become the Emperor of Rome. This progression is structured across six distinct levels. Four of these levels are presented in an adventure style, where the player explores environments, interacts with characters, and solves various problems, with some freedom in how to approach situations. The other two levels shift focus to military command, requiring the player to control armies in battles to conquer enemies of Rome.

Gameplay involves navigating detailed environments that include characteristic elements of Roman life, such as public baths and gladiatorial games.
