PowerMonger is a real-time strategy game released in 1992 for MS-DOS, developed by Bullfrog Productions and published by Electronic Arts. The game is set in a fantasy world where the player assumes the role of a warlord aiming to conquer a series of 195 territories. Building upon concepts from the developer's earlier title Populous, it shifts the focus to military conquest and resource management within a three-dimensional polygonal game world that allows for map rotation and zoom.

Players begin each territory with a small force and a few controlled towns, with the objective to dominate the map by tipping a balance of power scale. This is achieved by conquering towns, eliminating rival captains, and managing resources. Progression involves drafting local populations into armies, issuing orders to subordinate captains whose responsiveness is affected by distance, and securing food supplies which are critical for sustaining military campaigns. The game features an artificial life system where individual citizens, represented by sprites, autonomously perform jobs like farming, fishing, or crafting, and players can use a query tool to inspect detailed information about any person.

Strategic depth is added through systems for trade, diplomacy, and technological invention. Players can order armies to invent equipment in friendly towns, with the availability of advanced items often limited to specific locations, making those towns key strategic objectives. Environmental interactions are possible, such as deforestation altering local weather patterns and affecting movement. The game supports two-player matches via modem, and control is maintained through a combination of direct command of the player's main army and delayed orders given to secondary captains, with audio feedback provided for command acknowledgments.
