P-Man was a Japan only release for the Super Nintendo Entertainment System, and I don't recall a specific developer or publisher attached to it. It's one of those many platformers that came out during the SNES era, trying to find its place alongside the more famous titles.

You control a small character, moving screen by screen through a maze. The main goal is to collect all the dots in each stage while avoiding enemies; there are no weapons to fight back with. Your primary tools are evasion and the occasional power-up that lets you temporarily turn the tables on the ghosts. The pacing is methodical, and the difficulty comes from learning enemy patterns and planning safe routes through the tight corridors.
