The game is set in a fictionalized version of 12th-century China, following the collapse of the Song Dynasty after a rebellion led by Imperial Minister Gao Qiu.

Players assume the role of an exiled ruler seeking to restore the deposed Emperor Hui Zhong. The primary objective is to build sufficient military and political strength to eventually challenge and defeat the despotic Gao Qiu. Progression is structured around conquering smaller prefectures across a top-down map, which serves to expand the player's territory and resource base. Key gameplay systems involve forming strategic alliances with other factions and engaging in tactical battles to secure control of regions.

The game restricts direct confrontation with the main antagonist until the player has achieved a certain level of power.
