Utopia: The Creation of a Nation is a strategy game released in 1992 for MS-DOS. Developed by Celestial Software and published by Konami, Inc., it presents a science fiction city-building simulation set on a distant planet. The player assumes the role of a Colony Administrator tasked with developing a new settlement, viewed from a bird's-eye perspective.

The primary objective is to achieve a high Quality of Life rating for the colonists by managing the colony's infrastructure. This involves constructing and maintaining essential systems such as life support, power generation, housing, employment facilities, police services, and entertainment venues. Progression is structured around balancing these civilian needs with the development of military capabilities, as the colony faces external threats from a hostile alien race. Players must allocate resources not only for civilian research and construction but also for weapons research, intelligence gathering, and the production of military units like tanks and spaceships.

Gameplay is influenced by random events, such as solar eclipses that can disable solar power panels, which add variability to resource management. The long-term goal is to build a sufficiently strong and prosperous colony that can withstand alien attacks. Achieving the target Quality of Life rating, typically 80 percent or higher, generally requires the player to first establish a secure and functional colony and then eliminate any ongoing external threats to allow for final development into a stable metropolis.
