Players control one of six available mercenaries, each with distinct attributes and a different hiring cost. The objective is to navigate through sixteen levels, organized into four groups, to defeat the titular Chaos Engine and restore order. Progression involves moving through open-air environments, crossing bridges, and exploring maps to find keys and switches that unlock new areas. The core gameplay is a run and gun style, where players shoot a variety of mechanical enemies while collecting power-ups to enhance their weapons and capabilities.

In single player mode, the player selects a character for themselves and an additional character for the computer to control. The computer controlled partner operates with its own artificial intelligence, capable of engaging enemies, collecting items, and activating doors independently. For two players, the game supports cooperative play, with each participant choosing a different mercenary. The visual design utilizes a metallic and blue color palette, consistent with the developer's stylistic approach during that period.
