The player controls the Crimson Tape, the newly appointed leader of the Hoboken superhero team, who possesses the administrative power to create organizational charts. The initial party includes characters with unconventional abilities, such as Tropical Oil Man, Robomop, and Iron Tummy. The primary objective is to complete missions assigned by the Commissioner and relayed through the league's computer, Matilda, with the overarching goal of raising the league's ranking to confront the antagonist, Dr. Entropy. Progression is structured through two interconnected modes: an adventure interface and a role-playing exploration system. In the adventure sections, players navigate static first-person screens, using verb commands to interact with environments, converse with characters, and solve inventory-based puzzles to advance missions. These locations often contain shops for purchasing gear.

Movement across the broader game world is presented from a top-down perspective, where the player guides the party of heroes to explore new areas and access locations. During this exploration, the party encounters random turn-based combat viewed from a first-person perspective. Characters possess stats like brawn and brains, equipment slots, and unique superpowers usable in battles alongside standard attacks.
