The game presents its challenges from a side view perspective, tasking the player with guiding characters through a series of hazardous environments.

The player controls a character named Kevin Codner, whose objective is to rescue a group of passengers as they move through each stage. These passengers enter the level through a tube and must be safely directed to an exit. To achieve this, the player interacts with the environment using a limited supply of bombs to destroy obstacles like cargo boxes and bulkheads. When bombs are unavailable, a crane can be used to reposition these objects. The levels also contain conveyor belts, which can be redirected by pulling levers, and environmental hazards such as water, fire, and steam jets that threaten the passengers.

Progression involves solving increasingly complex puzzles across 60 levels, with tasks that include patching cracked pipes to block steam or creatively stacking crates to form bridges or shields. Each level has a required minimum number of passengers to save, and many stages impose a time limit represented by rising water that can carry away and drown the characters. Upon completing a level, the game provides a password, allowing players to resume their progress from that point in a later session.
