Developed by Sensible Software and published by Renegade Software, it is an expanded version of Sensible Soccer. The game presents matches from a top-down perspective and includes a comprehensive database of real-world leagues, international club competitions, and national teams based on the 1994/1995 season.

Players can engage with the game in several ways. They can control teams in individual friendly matches or complete full seasons within any of the included competitions. The core experience is a career mode where the player acts as a manager or player-manager for up to twenty seasons. In this mode, users are not bound to a single club and may receive job offers from other teams based on their performance. A key management system involves the transfer market, where with sufficient funds, a manager can buy from a pool of approximately 24,000 real players, each with defined attributes. On the field, players directly control their team during matches, with athlete statistics improving through consistent actions like goal scoring.

The game offers extensive customization for competitions, allowing players to create tournaments from scratch or modify existing structures, with teams selectable from any country. The DOS version incorporates data from the 1995/1996 season and includes features such as the ability to switch between player-manager and manager-only roles before each career match. All matches can be played by a human controlling either side or simulated by the computer.
