Players can choose to act as a pilot, directly controlling aircraft in dogfight missions to improve their rank, or take on the role of a Tactical Flight Commander, or TFC, responsible for broader strategy. As the TFC, the player assigns missions, controls waypoints, and manages the air force, though direct command of naval fleets is not available, limiting ships primarily to serving as mobile landing platforms. The available aircraft include models such as the F/A-18E, AX, F22N, and the E2C early warning aircraft, which is not pilotable. Missions often begin in politically tense scenarios where the primary objective is to execute orders without escalating into a full-scale war.

Progression involves completing assignments using predefined weapon loadouts and waypoint templates. A waypoint editor allows players to add, delete, and modify flight paths, set altitudes for each aircraft, and issue specific action orders at designated points.
