The game was developed by Applied Computing Services, Inc. and published by Three-Sixty Pacific, Inc., presenting a real-time, top-down perspective on Cold War era naval conflicts.

In the game, the player assumes command of naval forces, managing fleets across thirteen distinct Cold War scenarios. The primary objective is to achieve tactical victory by engaging and neutralizing enemy vessels. Progression is structured around individual scenarios, with the original release focusing on a central battleset depicting the Greenland, Iceland, and United Kingdom Gap region. Gameplay involves utilizing a detailed arsenal of over one hundred authentic Soviet and NATO weapons systems. Players must actively employ various sensors, including radar and sonar, to detect and track hostile contacts, while referencing an in-game database for technical specifications on unit capabilities.

The simulation allows for the outcomes of engagements to be influenced by numerous operational factors. Following the initial release, the game was expanded with additional battleset data disks. A scenario editor was also made available, providing tools for players to create and modify their own custom engagements.
